Cloud Monitoring: Process metrics retention extended to 24 months

Cloud Monitoring has extended the data retention period for agent.googleapis.com/processes metrics to 24 months. This change provides users with longer historical data for process monitoring, which is beneficial for long-term trend analysis and debugging. The update applies to all users of Cloud Monitoring and is effective immediately.
