Cloud SDK 580.0.0 Updates Include Deprecation, New Features, and GA Promotions

Cloud SDK version 580.0.0 introduces breaking changes, including the deprecation and scheduled removal of the `google-cloud-sdk` Snap package by September 29, 2026. This release also adds new features across numerous Google Cloud services, such as enhanced disk backup properties for Cloud Backup DR and job management commands for Cloud Dataflow. Several commands and functionalities, including API Hub's `configure-and-deploy-server` and Compute Engine's resource policy IAM testing, have been promoted to General Availability. Users of the deprecated Snap package must migrate to the `google-cloud-cli` package to avoid service disruption.
