Grafana 12.3.8 released with Docker image and datasource API fixes

Grafana version 12.3.8 is now available, including an update to its Alpine-based Docker images to version 3.24.1. This patch also resolves an issue where the datasource API would incorrectly return a 400 error when a payload UID did not match the URL UID. This release is recommended for all users running Grafana 12.3.x.
