Secret Manager: Location Policy Enforcement for Global Resources
Secret Manager's Fixed Parameter Manager now enforces the `constraints/gcp.resourceLocations` policy on global resources. This change ensures consistent application of location organization policy checks across all resources. Organizations with policies that restrict allowed resource locations are affected and must explicitly allow the global location. Failure to update policies will result in failed attempts to create global resources.

Parameter Manager enforces the location organization policy ( constraints/gcp.resourceLocations ) on resources in the global location. If your organization policy restricts allowed resource locations, you must explicitly allow the global location in the policy. Otherwise, attempts to create global resources fail. This helps ensure that Parameter Manager consistently applies the location organization policy checks to global resources. For more information, see Defining resource locations .
