Batch Deprecates Debian 11 OS Image Family

Google Cloud's Batch service is deprecating the Debian 11 operating system image family, effective August 31, 2026. This change is in line with the end of support for Compute Engine Debian 11 images. Users must migrate any jobs utilizing Batch Debian 11 images to Debian 12 or another supported image before this deadline. Jobs using the default `batch-debian` prefix will gradually migrate to Debian 12 automatically, but those explicitly specifying `batch-debian-11-official` will require manual updates.
