VPC Network Peering deletion requests now cancellable

Users can now cancel pending deletion requests for VPC Network Peering connections that are in consensus mode. This feature provides more control over network configurations, allowing administrators to recover from accidental or premature deletion requests. The functionality is now generally available for all Virtual Private Cloud users.
