GitHub Usage Metrics API Adds Pull Request Review Stage Breakdowns

GitHub's Usage metrics API for enterprise and organization Copilot reports now includes detailed breakdowns of pull request review stages. This enhancement provides median and 90th percentile timings for three key phases: ready-to-first review, first-to-final review, and final-review-to-merge. Teams can leverage this data to identify bottlenecks in their development workflow, understanding where PRs are getting stuck and streamlining code review processes. Access is available to enterprise owners, billing managers, organization owners, and roles with Copilot Metrics permission, provided the usage metrics policy is enabled.

    The `repos-1-day` reports for enterprise and organization Copilot usage now include a `pull_request_review_times` array. This array reports median and 90th percentile durations for pull requests across three distinct review stages: ready-for-review to first review, first review to final review, and final review to merge. Durations are measured in minutes.

    These metrics attribute durations to the day the pull request merged and specifically count pull requests opened by a person and reviewed by at least one other person, ignoring bot reviews. Data builds forward from the release date (September 21, 2026), with no backfill for older data. Access to these reports requires specific permissions like enterprise or organization ownership, billing manager roles, or custom roles granting 'View Copilot Metrics' with the Copilot usage metrics policy enabled.
